When a property is subject to rent control or eviction control, the landlord's rights to evict a tenant are limited and the property owner is required to state a valid reason under the ordinance for the eviction. Under the San Francisco Rent Ordinance, for example, there are 15 "just cause reasons" to legally terminate a tenancy. Common "just cause reasons" for a landlord to evict a tenant include:

  • Nonpayment of rent
  • Breach of lease/rental agreement
  • Nuisance
  • Owner Move In ("OMI")
  • Improvements to the property making the unit temporarily uninhabitable
  • Substantial rehabilitation to the building
  • Ellis Act/Withdrawal of rental units from the rental market
